In fact, the exploration of marriage and childbirth incentive policies has long been launched in many regions of Guangzhou, Zhejiang and other provinces. Among them, the “cash + settlement + shares” comprehensive reward model of Nanling Village, Longgui Street, Baiyun District, Guangzhou City, has become a successful example of the implementation of grassroots marriage and childbirth incentive policies with its uniqueness and innovation.
Since January 2025, Nanling Village has officially implemented the “First Marriage Reward Implementation Plan (Trial)”. According to the “Plan”, first-married couples whose both parties or one party is a registered shareholder of Nanling Village, and whose marriage relationship has been maintained for at least 1 year, can apply for a one-time reward of 20,000 yuan with a legal marriage certificate. If both of the new couples are registered shareholders of Nanling Village, a total of 40,000 yuan can be applied for.
On April 23, Nanling Village added a “fertility subsidy plan”, which clearly stated that if one of the spouses is a registered shareholder of Nanling Village, they can receive a reward of 10,000 yuan, 20,000 yuan, and 30,000 yuan for giving birth to one, two, and three children, respectively. This means that if eligible families complete “marriage + childbirth”, they can receive a generous reward of up to 100,000 yuan in total.
At the same time, Zhejiang Province is also actively improving the policy system for supporting fertility. On March 21, the General Office of the People’s Government of Zhejiang Province issued the “Notice on Several Measures to Improve the Policy System for Supporting Birth”, which clearly encouraged qualified regions to issue marriage red envelopes, consumer coupons and other benefits to eligible marriage registration objects. Not only that, the notice also proposed the implementation of the “Qingqinglian” improvement plan around youth marriage and love services, deepened the “Zhegongyuan” youth employee dating activities, expanded the “public welfare matchmaker” team, created the “Zheli Happiness Club” marriage and childbirth service brand, and optimized and improved the marriage and childbirth-related systems for college students.
